USDA-APHIS Prenotification Toolkit

On January 28, 2011 the USDA Animal and Plant Health Inspection Service (APHIS) announced that it is going forward with an advance notice requirement for five plant genera considered high risk for Phytophthora ramorum. Despite strong evidence that confirms the pre-notification requirement will not mitigate the spread of P. ramorum, nurseries in regulated or quarantined counties must notify non-regulated receiving states before sending out any interstate shipments of Camellia, Kalmia, Pieris, Rhododendron (including Azalea), and/or Viburnum. OAN continues to work toward a national strategy for pest, plant and disease policies at the national level. Continued work with USDA and APHIS would require a major push at the western region and national levels. Sudden Oak Death (SOD) funding for private forest lands has been requested through USDA funding and could require effort on the appropriation side. 2008-09 funding would be $2.538 million with work necessary toward a line item for the 2010 budget cycle (established in 2009). To date, USDA has contributed $250,000 additional dollars for suppression of SOD. Oregon continues to be a national leader in the development of a systems approach to pest and disease issues facing the nursery industry. OAN is working with its national association, key nursery states and USDA to develop a model approach to deal with current and emerging pest and diseases.

John Aguirre testified before the State House Committee on Agriculture to express the industry’s commitment to suppress or eradicate SOD from private forest lands in Curry, County. A coalition of the Oregon Department of Agriculture, Oregon Department of Forestry, OAN, Oregon Farm Bureau, Oregon Forest Industries Council, and The Nature Conservancy continue to push for federal funding with a state match.
