Reminder: Oregon minimum wage will rise to $8.95 in January

The Oregon Bureau of Labor and Industries announced in September that the state minimum wage will rise by 15 cents to $8.95 per hour, effective January 1, 2013. The annual wage hike is mandated by Chapter 653 of the Oregon Revised Statutes, which states that when the Consumer Price Index for urban areas goes up, the minimum wage must increase by a like percentage, rounded to the nearest 5 cents. The requirement was put in place by Ballot Measure 25, which Oregon voters approved in 2002. The increase will keep Oregon's minimum wage the second-highest in the U.S., behind the state of Washington.



New prenotification rule expected this month

The OAN and USDA APHIS recently conferred on when USDA plans to release an improved prenotification rule. According to APHIS, the new rule could move forward for comment by the middle of the month. The federal agency is expected to focus on enhancing and supporting Best Management Practices and remediation efforts for positive testing nurseries, with prenotification requirements for only those positive testing operations. In addition, USDA will embrace methods to assure receiving states that proper protocols will be adhered to for nurseries that test positive and are interstate shippers. Until the new rule is in effect, however, growers must still prenotify receiving states of plant material.

During negotiations, OAN leaders had made a strong case for USDA to continue its investment into a national systems approach for dealing with pests and diseases. Boxwood Blight cleanliness program offered for Oregon nurseries

Partnering with The National Plant Board and many other state departments of agriculture, the Oregon Department of Agriculture has initiated the Nursery Cleanliness Program for Boxwood Blight (Cylindrocladium pseudonaviculatum). Boxwood Blight is a new plant disease to the U.S. that can cause significant defoliation and branch dieback to infected plants. The new ODA program is a voluntary system of inspections and best management procedures designed to help a nursery provide clean boxwood nursery stock to their customers with more confidence.
