2015 Oregon Legislature supports nursery priorities

The 2015 session of the Oregon Legislature adjourned on Monday evening — and for nurseries, the things that didn't happen were just as significant as the things that did.

"The OAN was successful this session, with over 90 percent of the issues we pushed becoming law," OAN Executive Director Jeff Stone said. "The OAN agenda in Salem received strong bipartisan support and demonstrates the respect and voice the industry has in our state capital. We were able to prevent a minimum wage increase, while working successfully to protect plant health and get more funding for water supply, agricultural research and pollinator health."

Bills that would have raised the minimum wage to either $13 or $15 failed to gain support. The OAN argued that such bills would further harm Oregon's ability to compete against growers in other states who already pay less than Oregon's current minimum wage of $9.25 per hour. There are, however, several good bills awaiting the governor's signature.

Analysis: E-Verify mandate would be bad for businesses, workers

A new policy analysis by the Cato Institute concludes that a national mandate requiring all employers to use the Department of Homeland Security's E-Verify eligibility verification system would have unintended negative consequences for American businesses, as well as eligible American workers. Further, it would likely result in more businesses hiring employees under the table.

"E-Verify is an expensive, intrusive, and ineffective means of combating unauthorized immigration. The experiences of states that have mandated E-Verify reveal its high costs and ineffectiveness at suppressing unlawful immigration — results that should give pause to E-Verify supporters," the analysis states.

A requirement to use E-Verify has been contemplated as part of various national immigration reform efforts. The analysis notes that in the small handful of states that have required E-Verify so far, compliance has been very low because businesses find the system unworkable.

An initiative measure that would require Oregon businesses to use E-Verify has been submitted for signature gathering. Supporters want to put it on the 2016 ballot. The OAN is working with the broader business community and agriculture to challenge the ballot title and description put out by the state attorney general.

'Rural Living Field Day' to be held August 22

Learn how to improve countryside property at the Rural Living Field Day, taking place on Saturday, August 22, at Howell Territorial Park on Sauvie Island. Topics will include dealing with invasive weeds, improving crops and soil health, attracting birds and pollinators, meadowscaping, septic systems, healthy forests, orchard management, riparian area improvements and rainwater management. Hortica joins Sentry Insurance Group

Sentry Insurance Group and Hortica Insurance (Florists' Mutual Insurance Company) finalized their affiliation, according to a July 1 press release. Hortica, based in Edwardsville, Illinois, will maintain its name and brand, and will continue doing business from its current headquarters.

Trade mission coming to Oregon in search of Christmas trees

Buyers from the Philippines, Malaysia and Singapore will be visiting Oregon July 22–24. This trade mission, organized by the Oregon Department of Agriculture, will provide an opportunity for buyers to learn about Oregon's agriculture industry, visit farms and meet the growers. Buyers are interested in a variety of products, including Christmas trees, wreaths, decorative stems and leaves, evergreen bows, and decorative pumpkins and gourds.
