Legislature to consider $13 minimum wage proposal

House Speaker Tina Kotek announced Monday she will move forward with a proposal to raise the statewide minimum wage to $13. The wage would go to $11 in 2016, $12 in 2017 and $13 in 2018. The bill would also repeal a statewide pre-emption on local minimum wage increases, thereby allowing individual cities (such as Portland) to raise it higher.

Although the bill's natural supporters, Democrats, hold strong majorities in both chambers of the Legislature, the Oregonian reported that some are hesitant to support too many workplace-related bills in one session. A bill requiring paid sick leave has already passed. That's why, even though the speaker is backing it, it's not certain this Legislature will move a minimum wage bill forward.

A hearing was held back in April regarding several minimum wage bills, none of which advanced at that time. OAN Executive Director Jeff Stone testified against the bills, arguing that they would make Oregon growers less competitive. This, in turn, could reduce the nursery industry's contributions to the Oregon economy. The OAN has urged that the minimum wage issue be solved at the national level, where it would level the playing field and not put Oregon in a competitive disadvantage.

"Oregon's nursery and greenhouse industry competes against states with significantly lower minimum wage rates and many of these operations are closer to the markets my members serve," he said. "Labor, transportation and geography are all significant factors in our industry's ability to compete and bring traded sector dollars back to the State of Oregon."

The bill heads next to the Rules Committee. Passage of a $13 minimum wage bill would not necessarily pre-empt expected proposals to raise it to $15 via the initiative process. The OAN Government Relations team will continue to follow the issue closely. We will keep members informed of any critical developments.

Duffers Classic raises over $18,000 for ONPAC

The 2015 Duffers Classic Golf Tournament, held June 11, was a great success. Over 130 players and 32 sponsoring companies from around the industry participated this year. The tournament is a fundraiser for the Oregon Association of Nurseries' Political Action Committee (ONPAC). This year's event raised over $18,000. These funds will help elect legislators from both sides of the aisles who support our nursery industry on issues such as immigration, minimum wages, pest issues and water supply. If you missed the tournament, you may still contribute to ONPAC. Contact Jeff Stone at for more information.

Celebrating Pollinator Week — June 15–21

Monday, June 15, marked the kickoff of this year's Pollinator Week — an international celebration of the valuable ecosystem services provided by bees, birds, butterflies, bats and beetles. Pollinator Week is a great opportunity for garden centers to educate customers about how to attract these vital creatures to their yards. Businesses that are planning educational events can list themselves on the Pollinator Week website, which will be featured on a map with other events taking place around the world.

In addition, dozens of conservation and gardening organizations have joined together this year to form the National Pollinator Garden Network and launch a new nationwide campaign — the Million Pollinator Garden Challenge. The challenge is to reach the goal of one million additional pollinator gardens by the end of 2016.

ODA publishes lists of alternatives to neonicotinoid insecticides

The Oregon Department of Agriculture (ODA) last week published a list of alternatives to neonicotinoid insecticides for licensed private applicators for landscape ornamentals, and another for use in nurseries. Although these alternative insecticides do not contain neonicotinoids, some of the active ingredients are still highly toxic to pollinators. If at any time you are unsure about the use of these products, contact ODA at 503-986-4713, or the National Pesticide Information Center at 1-800-858-7378.
