OAN honored for service and advocacy for members

The Oregon Association of Nurseries was honored Nov. 5 with the annual Association Achievement Award, presented by the Oregon Society of Association Management. It was given in recognition of OAN's achievements in advocating for the nursery industry both locally and nationally, and in making members more visible through several channels, including the print/online Nursery Guide and the Farwest Trade Show.

"I am honored to receive this prestigious award on behalf of the nursery and greenhouse industry," OAN Executive Director Jeff Stone said. "We take pride in building coalitions and partnerships to solve the problems that face our industry and agriculture. It is gratifying that OSAM recognizes the commitment that OAN has to its members."

New pest, spotted lanternfly, arrives in Pennsylvania

A new insect pest — the spotted lanternfly (Lycorma delicatula) — was recently detected in Berks County, Pennsylvania. In response, the Pennsylvania Department of Agriculture announced a quarantine to restrict the movement of this pest. This is the first detection of spotted lanternfly in the United States.

This planthopper from Asia has been found on a range of hosts including grapes, fruit trees and pines. It often migrates to Ailanthus altissima (tree of heaven) to overwinter, but can also be found on other host plants; any smooth-trunked tree, stone or smooth, vertical surface can provide a potential host for eggs. Man-made items such as vehicles, yard furniture, farm equipment or any other items stored outside are additional sites for egg laying. Egg laying begins in late September and continues up through the onset of winter.

Obama reaffirms promise to act on immigration

In an appearance Sunday on Face The Nation, President Obama said that he will not wait on Congress to reform America's immigration system. Obama stood by his recent statements that he will use executive action to enact changes before the end of the year.

"I prefer and still prefer to see it done through Congress, but every day that I wait we're misallocating resources," said Obama. "We're deporting people that shouldn't be deported. We're not deporting folks that are dangerous and need to be deported."

Obama had said this summer that he would use executive action to establish new priorities for enforcement. After pressure from Democrats running for re-election in heavily Republican states, he later announced that he would delay action until after the midterm elections.

As always, the OAN understands the importance of immigration policy to nurseries and the nursery workforce, and will continue to monitor ongoing developments on the national level.

Insure a variety of crops with new 'Whole-Farm' USDA program

The U.S. Department of Agriculture's (USDA) Risk Management Agency recently introduced a new Whole-Farm Revenue Protection insurance policy. Now available for the 2015 crop year, the policy allows producers to insure a variety of crops at once instead of one commodity at a time.

The insurance plan is tailored for any farm with up to $8.5 million in insured revenue, including farms with specialty or organic commodities (both crops and livestock), or those marketing to local, regional, farm-identity preserved, specialty or direct markets.

Apply for agricultural and wetland conservation easements

USDA's Natural Resources Conservation Service is now accepting applications for agricultural and wetland reserve easements under the new Agricultural Conservation Easements Program (ACEP). Applications must be submitted by Dec. 31 to be considered for this year's priority funding.

Approved agricultural easements would prevent productive working lands from being converted to non-agricultural uses and maximize protection of land devoted to food and fiber production. Wetland reserve easements would restore and enhance wetlands and improve habitat for migratory birds and other wildlife, improve water quality, reduce flood damage, and encourage outdoor education and recreation.
