<title>ODA makes progress on Japanese Beetle Program</title>

<description><![CDATA[<p>The Oregon Department of Agriculture (ODA) reports significant progress on the Japanese Beetle Program. <strong>As of June:</strong><br /><br />80.5% of single-family residences have responded and given consent for treatment.</p><p>3,618 total traps have been set out of 7,104 expected.</p><p>The first round of treatments was completed May 18 with recalls, and the blueberry farm was treated on May 20.</p><p>The last school was treated on May 22.</p><p>274 administrative warrants for Washington County were obtained in May and then served on June 1 and 2. The administrative warrants are used when ODA has attempted to contact property owners multiple times via multiple methods and they haven’t responded. The warrant allows the property to be treated without contact from the owner.</p><p>ODA is waiting for judges to grant 74 warrants in Multnomah County and 31 in Clackamas County.<br /><br /><strong>The number of acres treated thus far:</strong><br /><br />Washington County, 405 acres.</p><p>Clackamas County, 43 acres.</p><p>Multnomah County, 63 acres.<br /><br /><strong>Number of seasonal hires made by ODA for the Japanese Beetle Program:</strong><br /><br />8 temporary workers for trapping in Portland.</p><p>1 temporary worker for delimited survey trapping in Salem.</p><p>2 borrowed/shared Ag Services workers for delimited survey trapping in La Grande.<br /><br /><strong>Delimited survey trapping:</strong><br /><br />205 traps set in La Grande.</p><p>275 traps set in Salem.</p><p>2,700 traps set in the Portland area.<br /><br /><strong>Why it matters:</strong> Trapping for Japanese beetle protects Oregon's nursery market access in other states, as well as the plants being shipped. The potential statewide economic losses if Japanese beetle became established in Oregon is estimated at $45.5 million a year (2017) in crop and nursery losses, equivalent to $60 million (2025).<br /><br /><strong>Program outcomes:</strong> Beetle numbers dropped by 92% since 2016, from 23,480 in 2017 to 1,918 in 2025.</p>]]></description>

<title>Colorado removes Oregon Japanese beetle quarantine</title>

<description><![CDATA[<p><strong>Take note! </strong>Colorado has announced that it will now acknowledge Oregon’s Category 1 Japanese beetle status, and will drop all quarantine restrictions it had put in place, Oregon Department of Agriculture (ODA) stated in a release. ODA was informed it can base certification on the statewide negative trapping data.<br /><br /><strong>The lone holdout:</strong> With Colorado’s decision, the lone holdout is New Mexico. The state still requires pre-notification, compliance agreements, approved treatments and/or trapping. The Oregon Association of Nurseries will remain in touch with the ODA for any changes regarding New Mexico and will share the information when it becomes available.<br /><br /><strong>Comment:</strong> “The OAN successfully pushed the Legislature to act on the Japanese beetle,” OAN Executive Director Jeff Stone said. “This, in turn, has restored our state’s full access to markets where it would otherwise be compromised.”</p>]]></description>

<description><![CDATA[<p>The new <strong><a href="https://nurseryguide.com/">NurseryGuide.com</a></strong>, launched last week by the Oregon Association of Nurseries, offers more robust profile tools so that businesses can make themselves more attractive for potential customers.&nbsp;<br /><br />“On Nursery Guide, growers and suppliers can share so much information about their company that it’s like having a second website,” said Curt Kipp, OAN director of publications and communications. “You can show complete information about your company, including logo, products and services offered. You can even list people to contact for specific needs. With a strong profile, potential customers will be confident reaching out to do business with you.”<br /><br /><strong>What you can do:</strong> Members are encouraged to log in to the site and glow up their company profile page using the Dashboard controls. Here’s a to-do list of ideas:<br /><br />Add your company logo as your main profile image.</p><p>Add a company video and more company photos.</p><p>Upgrade your company description using new rich text formatting tools for extra pizzazz.</p><p>Add multiple contacts, which can include sales managers, regional sales reps and other key people you want the industry to know.</p><p>Add multiple availabilities as either links or downloads — in Word, Excel, PDF or CSV.</p><p>Add multiple locations or farms, so drivers, tour guests and others know where to find you.<br /><br /><strong>When logging in the first time:</strong> You will need to set up a new password for your account. Old ones won't work. Go to the site and click the <strong><a href="https://nurseryguide.com/dashboard/login">Dashboard link</a></strong>. Then click the “Forgot Password?” link. <title>Japanese beetle update: ODA takes first steps in re-starting eradication and detection efforts </title>

<description><![CDATA[<p><strong>Re-starting treatment:</strong> At the Oregon Association of Nurseries Japanese beetle briefing on Monday, the Oregon Department of Agriculture (ODA) updated members on progress on restarting Japanese beetle eradication and detection efforts. ODA has emailed property owners in confirmed infested areas and asked for their consent to treat. ODA will follow up with those property owners whom they have not heard back from. The ODA also reported that the owner of the residential property with the highest count of Japanese beetle will consent to treatment in 2026. The private contractor who handled treatments previously will continue to work with ODA to apply treatments. The 2026 proposed treatment area map may be viewed online at <strong><a href="https://geo.maps.arcgis.com/apps/instant/lookup/index.html?appid=69d1a24e139e4a3d819bc7b9f45c792f">ODA.Direct/JBMap</a></strong>.<br /><br /><strong>State updates:</strong> Quarantine requirements are still in place for three states: Colorado, Nevada and New Mexico.<br /><br /><strong>Colorado and Nevada</strong> want to see Oregon’s progress on treatment before they consider lifting their quarantine requirements. In the meantime, requirements that have been established up until now remain in place until further notice.<br /><br /><strong>For New Mexico</strong>, all quarantine requirements are still in place.<br /><br /><strong>For Utah</strong>, pre-notifications are still required, even though the state has recognized Oregon’s Category 1 status and has dropped quarantine requirements.<br /><br /><strong>Growers: What You Can Do:</strong> "Call your customers in Colorado, Nevada, New Mexico, and Utah. Remind them Oregon is a Category 1 shipping state and encourage them to contact their state departments of agriculture to drop the additional requirements. The more they hear from the industry, the faster things move," OAN Executive Director Jeff Stone said.</p>]]></description>

A 75 cents/gallon surcharge is adding thousands of dollars in cost to cross-country deliveries. “We had a truck … we were figuring on it costing around $6,000 a couple of weeks ago, and I just signed off on it costing us $8,200 this morning,” said Noah Fessler of Woodburn Nursery &amp; Azaleas. “So [a] massive, massive difference. <title>Japanese beetle update: ODA ramps up Japanese Beetle Program</title>

<description><![CDATA[<p><strong>Over the next few weeks</strong>, the Oregon Department of Agriculture Insect Pest Prevention and Management Program (IPPM) will conduct public outreach in affected areas before starting on-the-ground treatments. The program anticipates placing traps from late April to early May in areas where beetles have already been found, <strong><a href="https://content.govdelivery.com/accounts/ORODA/bulletins/40f1c25">ODA stated in a release</a></strong>.<br /><br />Traps will also be placed in other parts of Oregon to look for new beetle infestations. These activities will run from early spring through end of September. The ODA Nursery Program will continue to educate the industry on JB phytosanitary requirements, issue necessary certifications, and enforce Oregon’s JB quarantine to ensure imported plant products do not introduce more beetles into the state.&nbsp;&nbsp;<br /><br /><strong>JB treatments</strong> mainly consist of spring lawn applications of Acelepryn G, a reduced-risk insecticide approved for controlling beetles. The program may also conduct foliar treatments with the same product in the summer in high-catch areas. All treatments require landowner consent and are overseen by ODA staff. People living in the planned Japanese beetle treatment areas will receive notification with more information in the coming weeks. The funding bill awaits Gov. Tina Kotek’s signature. Additionally, a National Plant Board committee voted to retain Oregon’s Category 1 shipping status.<br /><br /><strong>“Many kudos</strong> are appropriate, but special recognition goes to State Sens. Fred Girod (R-Stayton), Christine Drazan (R-Canby); Kate Lieber (D-Beaverton) and Lew Frederick (D-Portland),” Oregon Association of Nurseries Executive Director Jeff Stone said.<br /><br /><strong>License fee:</strong> “The bill also authorizes the ODA to hire two staff to help coordinate the JB effort utilizing the nursery license fee increase,” Stone said.<br />&nbsp;<br /><strong>“As the National Plant Board committee</strong> met in Washington D.C., AmericanHort helped OAN lobby the committee to recognize the Oregon state funding and state eradication effort and convey Category 1 status to Oregon. That included $889 million in nursery stock, which was enough to outsell California ($708 million), Florida ($679 million), Texas ($259 million), New Jersey ($244.7 million) and all other states.&nbsp;</span></p> <p><b><span style="color: #3d356d; font-size: 10.5pt; font-family: Arial, sans-serif;">Drilling deeper:</span></b><span style="color: #0a0a0a; font-size: 10.5pt; font-family: Arial, sans-serif;"> Nursery stock as defined includes woody material such as broadleaf evergreens, coniferous evergreens, deciduous flowering trees, deciduous shade trees, deciduous shrubs, and fruit and nut plants, plus ornamental grasses, and several similar crops. Oregon leads the way in most of these. The state is #1 in sales of conifers ($233.3 million, 27% market share), deciduous shade trees ($197.9 million, 24%), deciduous shrubs ($149.6 million, 18%) and flowering trees ($86.8 million, 20%). Jeff Merkley (D-Oregon) to set a future path for funding measures next year for Japanese beetle. “The main part of the 24-hour trip to D.C. was a meeting with USDA-APHIS Acting Administrator Kelly Moore, Acting Deputy Administrator at USDA-APHIS Plant Protection and Quarantine Matthew Rhoads, and Associate Deputy Administrator for Plant Protection and Quarantine Samantha Simon,” Stone said. <title>Japanese beetle update: Colorado, Montana outline requirements</title>

<description><![CDATA[<p><b><span style="color: #385262; font-size: 10.5pt; font-family: Arial, sans-serif;">What’s new?</span></b><span style="color: #0a0a0a; font-size: 10.5pt; font-family: Arial, sans-serif;"> The Oregon Association of Nurseries held its third Zoom call on updates to Japanese beetle shipping requirements on Monday and the following are highlights of important new information for members that was discussed during the meeting as well as some updated information received after the meeting.</span></p> <p><b><span style="color: #385262; font-size: 10.5pt; font-family: Arial, sans-serif;">Colorado:</span></b><span style="color: #0a0a0a; font-size: 10.5pt; font-family: Arial, sans-serif;"> The Colorado Department of Agriculture (CDA) and the Oregon Department of Agriculture are actively working to finalize terms for the import of Oregon nursery stock that will provide clear guidance to the industry in accordance with the Japanese Beetle Harmonization Plan. According to an email from CDA notifying industry partners, “While this is being finalized, we have agreed to temporarily honor Japanese beetle trapping data from Oregon as a basis for certifying freedom from the pest.”&nbsp;</span></p> <p><b><span style="color: #385262; font-size: 10.5pt; font-family: Arial, sans-serif;">Colorado certification requirements for imports:</span></b></p> <ul style="list-style-type: disc;"><li><b><span style="color: #385262; font-size: 10.5pt; font-family: Arial, sans-serif;">If negative 2025 nursery level trapping data:</span></b><span style="color: #0a0a0a; font-size: 10.5pt; font-family: Arial, sans-serif;"> Negative detection trapping data from 2025 will be recognized as valid, provided that the nursery continues to trap in 2026. Colorado Department of Agriculture will accept certification issued in this situation. This applies to those nurseries who trapped to meet NM requirements in 2025.</span></li><li><b><span style="color: #385262; font-size: 10.5pt; font-family: Arial, sans-serif;">If no 2025 nursery level trapping data:</span></b><span style="color: #0a0a0a; font-size: 10.5pt; font-family: Arial, sans-serif;"> Nurseries that did not conduct trapping in 2025 must apply treatment to be certified for shipments this year. Once the nursery has one season of negative trapping data, they may then be certified to ship via nursery-level trapping starting in 2027.</span></li><li><b><span style="color: #385262; font-size: 10.5pt; font-family: Arial, sans-serif;">Based on Colorado JB quarantine</span></b><span style="color: #0a0a0a; font-size: 10.5pt; font-family: Arial, sans-serif;">, it is the responsibility of the importing nursery in Colorado to ensure their Oregon supplier meets these requirements before importing any nursery stock plant material. Nurseries should maintain records of all negative trapping data or treatments for Japanese beetle records inspections.</span></li></ul> <p><span style="color: #0a0a0a; font-size: 10.5pt; font-family: Arial, sans-serif;">&nbsp;</span></p> <p><b><span style="color: #385262; font-size: 10.5pt; font-family: Arial, sans-serif;">Montana:</span></b><span style="color: #0a0a0a; font-size: 10.5pt; font-family: Arial, sans-serif;"> No field-grown nursery stock or sod is allowed entry into Montana between Jun 1–Sept 30 (i.e. during the adult flying season) unless the nursery holds a bonded compliance with the Montana Department of Agriculture. The purpose of the bond is to ensure that businesses shipping into Montana from JB infested areas are held responsible if the import of their material is found to trigger a new JB infestation in Montana, requiring the state to initiate an eradication response. Montana has not yet verified the bonding amount.</span></p> <p><b><span style="color: #385262; font-size: 10.5pt; font-family: Arial, sans-serif;">JB infested areas in Oregon:</span></b><span style="color: #0a0a0a; font-size: 10.5pt; font-family: Arial, sans-serif;"> During the Zoom call on Monday, ODA noted that JB was detected at Portland International Airport and in Lake Oswego. The history of JB in Oregon extends well beyond the 2016–2017 era that is most talked about. For example, JB was first detected in Lake Oswego in 1998. Airports are commonly targeted as high-risk pathways for pest introduction and JB has been detected at and around the airport since 1997. First finds in Multnomah County outside the airport go back to 1992. The largest population of JB was detected in 2016, which triggered the ODA JB Program that was in operation through 2025.</span></p> <p><b><span style="color: #385262; font-size: 10.5pt; font-family: Arial, sans-serif;">Impacts to counties with JB:</span></b><span style="color: #0a0a0a; font-size: 10.5pt; font-family: Arial, sans-serif;"> Some states are taking extra precaution on shipments coming from three particular counties. </span><b><span style="color: #385262; font-size: 10.5pt; font-family: Arial, sans-serif;">Shipments to Nevada</span></b><span style="color: #0a0a0a; font-size: 10.5pt; font-family: Arial, sans-serif;"> — nurseries located in </span><b><span style="color: #385262; font-size: 10.5pt; font-family: Arial, sans-serif;">Washington, Multnomah or Clackamas </span></b><span style="color: black; font-size: 10.5pt; font-family: Arial, sans-serif;">counties</span><span style="color: #0a0a0a; font-size: 10.5pt; font-family: Arial, sans-serif;">, must treat prior to shipment. They are not eligible to ship via a nursery-level trapping regime. The nursery is responsible for ensuring the treatment was performed in accordance with the compliance agreement and label directions. Shipments to Nevada from all other counties are eligible for certification via nursery-level trapping.
